There are many issues in this case, and many charges. 

 

Mr. Terrazas stated within the hearing of Nancy Cahill, attorney for the Defense, that he intended to apply the “Death of a Thousand Cuts” – in other words, he would purposely produce hundreds of separate charges, so that it would be impossible to disprove all of them. 

 

He also said and in the hearing of Shula Edelkind of the Progress in Medicine Foundation, who prepared this paper, that this case would be the “model for the country.”  

 

In his Closing Brief, and on TV after the Reconsideration Hearing, Mr. Terrazas gave as his main reason why Dr. Sinaiko’s license should be revoked.  It is because, he said, “Dr. Sinaiko is an accident waiting to happen.”  Is the Medical Board of California in the business of taking away a doctor’s license because he might one day hurt a patient, even though he has not yet done so in 29 years of practice?  All doctors might one day make a mistake and hurt a patient. 

 

1        he has horrible medical judgment and that he constitutes an

 

2        accident just waiting to happen.   (PCB p.255)

 

 

An exhaustive recitation of all misconduct by Mr. Terrazas in the course of his prosecution of Dr. Robert Sinaiko in the case of Medical Board of California vs. Robert Sinaiko, MD, would be too voluminous, so the following 15 charges are really only examples, chosen somewhat at random, of the improprieties and misconduct committed by Mr. Terrazas.
